China’s government has the authoritarian privilege of being able to plan way ahead. Western democracies find harder to achieve similar results as election cycles privilege short term planning. Thus Germany lacking Chinese discipline.

I’m assuming the VW guy is talking about political discipline.
China’s government has the authoritarian privilege of being able to plan way ahead.
