Liberals are usually complicit, and in it for the complicity. They want to be class traitors or petit bourgeoisie, to have the benefit of imperial oppression.

They aren’t making up the privileges they get for their cooperation, the only way they could benefit more is with a successful revolution that results in a much less oppressive sociopolitical organisation, and that’s a gamble.

This is why the closer you get to the heart of empire the more liberal the center-left gets. The proposition of equality gets less appealing.
