Actually, in line with what was actually anticipated and taught in science classes in 2000. People decided to go with the best case scenarios as if global emissions would go down for some reason. No one who has been paying attention should be surprised.
That graph doesn’t show that emissions gone down, that shows the estimated effect on temperature growth based on targets agreed on by the Paris agreement. Neither the targets nor the temperature estimates in this graph have been met.
Per capita emissions growth has slowed, not reversed but the population has INCREASED. Not only is industry emitting more per person, but there are more people.
