    Yes, because testing for intelligence to vote worked out for everyone in the past.

    Just because it was done badly in the past doesn’t mean it’s fundamentally a bad idea.

    If administrated well and fairly, I think it could actually make a democracy function so much better. The problem is trying to implement it well and fairly when the people in charge of doing the implementation are already the incompetent and corrupt result of flawed democracy.
