well, sometimes cops get a politician or top manager. this is more about how crime is reported to them and what the prosecuter needs to give them a warrant. nobody is patrolling inside bank offices etc… i doubt some clerk calls 911 if they suspect embezzlement. these things are often intentionally obscured and less obvious than what a cashier can see happening in the store, for example.
