The European Commission has launched a strategy to protect people in the EU from “fossil-fuel price shocks” and accelerate the expansion of “homegrown clean energy”.
With its new 16-page plan, the commission has set out an initial blueprint to shift the bloc towards a more resilient future, including a proposal for tax changes that favour electricity over gas as part of a drive to incentivise clean technologies.
However, much of the plan relies on European governments taking up the proposals and changes to EU-wide taxation will depend on the full support of all member states.

Doesn’t mention incentivising public transport or remote work. They’re okay with wasting energy and resources as long as line goes up on some disconnected from reality macroeconomics chart.
That’s my understanding as well, that AccelerateEU has to do with other aspects.
For public transport, the closest thing to what you say and that I am aware of is the Urban Mobility Framework.
I know EU has many programs in the area but one would expect it to become a bigger focus during an energy crisis, especially because it’s so cheap. So far the EC response is „accelerate electrification” which is something I’d expect to hear in 1950 and not 2030.
